Re: drafts for publication request

Particularly in case anyone missed the time stamp on that message, and a pile of checkins before it: thank you, Roy. Roy invested a lot of time cleaning things up to make the draft compliant and more attractive, across both documents. Huge thanks also to David, Heather, and Justin for all of their work that went into this draft, much of spilling into their weekends over the past few months.

As usual, Nick has done a tremendous amount behind the scenes too. He is often an unsung hero of this group.

Thanks to everyone who has contributed to moving the specs forward. Publishing these drafts gives us a good platform for discussions next week, as we move toward Last Call drafts.
