It really is the maker of something (browser or site) who must explain what making choices that that something offers understood by the users. Sometimes, it is well done. Sometimes not. But we are not going to succeed in defining or delimiting good product and UI design in this group. No definition or requirement we could give would be anywhere close to 'watertight' or complete. Though I, for one, would be happy to see sites required to explain what their obscure multi-page legalese-ridden privacy policies actually mean for my privacy (or lack of it), in comprehensible terms. Remember, the group previously agreed that we are going to be equally prescriptive when it comes to specifying how "explicit and informed" consent must be for both turning on DNT and granting exceptions to the signal. But I can see that if you do not believe that provisions in this spec will have negative effects for the internet and internet users, then you wouldn't see the need for informing users of such negative effects. So, what do we need to do to convince you?
