Discussion of 1st Deliverable: Tracking Preference Expression
Definitions and Compliance.
We are looking at the least complicated situations for DNT to resolve
how they should work, with no additional complexity mixed in just yet,
in two parts.
Base case for DNT, part A:
When a known-to-be third-party online behavioral advertiser
gets a DNT signal, what must it do?
ISSUE-19: Data collection / Data use (3rd party)
Base case for DNT, part B:
When a purely first-party site gets a DNT signal, what must it do?
ISSUE-17: Data use by 1st Party
Time allowing:
ISSUE-51: Should 1st party have any response to DNT signal
ISSUE-54: Can first party provide targeting based on registration
information even while sending DNT
Time allowing, we will then discuss these base cases with further
complexity
