Issue 15-Children/Teens/Youth

This issue is one where we have expertise and interest, as our group created for the US the Children's Online Privacy Protection Act in 1998 and is behind the current FTC proposed new rules. We are also the key group focused on new privacy rules for adolescents, which is now being addressed by Congress (Markey/Barton), the FTC and the White House. Our "Fair Digital Marketing to Youth" framework is embodied in the Markey/Barton bill. The EU's framework on minors (those under 18) calls for a range of special protections, including privacy.

We look forward to participating in establishing appropriate DNT rules for youth.
