I agree that changes to Referer behavior probably aren't a good idea for this spec, but a proactive privacy-preserving site could use this <meta> proposal to hide unnecessary referrer data when a user arrives with DNT:1. That might be a good example suggestion for the section of what first parties MAY do to respond to the user's Do Not Track preference.
