ISSUE 1: Name of spec

My opinion is that the name "Tracking Selection Lists" is okay -- I'd rather have a name that communicates the purpose of the work, rather than a completely generic name. I could be convinced otherwise, but I'd rather focus more on the technical issues at this point.

I move to "close" this issue for the time being. Unless I hear any strong objections, I'll go ahead and strike it form the spec.
