Rigo, Thanks for the draft. My take is that the draft covers the important issues, and the discussion topics in Berlin. Some minor comments: - The options in 1.2 is not clear to me (but it might just be me) - I'm not sure if the German implementation of eprivacy directive should be used as the measurement (as discussed in the Berlin meeting).
