Thanks. After the discussion at 
https://bugzilla.mozilla.org/show_bug.cgi?id=1219898#c10 and onwards, 
I think it's probably best if Firefox also drops touchmove events in 
the slop region. The implementation will tricky for us but I'll close 
this PR and try to implement that behaviour in 
https://bugzilla.mozilla.org/show_bug.cgi?id=1141127
