[Region ids test](https://github.com/web-platform-tests/wpt/blob/master/webvtt/parsing/file-parsing/tests/regions-id.html) is passing in firefox but failing in Safari. This is due to Safari's non-standard implementation of regions. Can pass if the standard API is shimmed.
