actually, it does. without the rollup animation, the steady flow of text is harder for your eye to follow. 

we've done some experimentation with smart rollup to pop-on conversion, but we also need the ability to render this important caption authoring style on all platforms. rollup should not be thought of just as a funny artifact of CEA-608 and old-fashioned TV technology. it is a ligitimate caption authoring style.

Sure, but it doesn't have to be rendered with rollup captions on the Web.
