FYI: web-platform-tests Code of Conduct RFC - your input welcome

Hi all,

Trying to make sure people are aware - there is an ongoing RFC (request for
comment) about adding a Code of Conduct to web-platform-tests. It's
currently based on the Rust code of conduct, which itself is based on the
Contributor Covenant.

The RFC is here[0], and the proposed Code of Conduct is here[1]. Your
thoughts/input are welcome on both. :)
