Who is "you"? Browser vendors have their own custom systems which are typically rather specialised to their product and infrastructure, but might, depending on the vendor, be open source. Tobie seems to have some plan for the W3C to develop its own test runner, although making one that is fully automated, reliable and cross browser will be a lot of effort.
