Notification Hell

Hi folks, 

The issue of notification hell on the GitHub web-platform-tests repository has been brought up again[1][2] today by the nice folks of the Pointer Events WG who'd like to join the fun.

I drafted a modest proposal[3] to fix this which would also provide other much needed benefits like automatic tagging of pull requests with the spec's shortname.

Thoughts welcome.
