Hi all,

Because I kept having trouble to find the current Open Web Testing Plan draft [1] as mentioned in the recent HTML WG meeting, I added a link to the testing wiki. If this is not the correct version to link, please correct. Otherwise I think this is an important addition to the wiki, as we prepare to socialize the plan wider.
