Approved TAG Finding: "Authoritative Metadata"

Hello,

At their 23 February 2004 teleconference [1], the
TAG approved publication of the finding "Authoritative
Metadata" [2] (only status info has changed since 
the 18 February draft of the finding).

Thanks to everyone who reviewed and contributed to this
finding.
