I'm actually a little surprised how much overlap there is with this requirements document and the Widgets Requirement document: http://www.w3.org/TR/widgets-reqs/ You could just take the above one wholesale, do a find and replace on "widget" and change to "packaged Web app", add the new bits on lifecycle, drop a few bits that are now part of the Web platform (e.g., orientation changes), and be done:) Seriously, it might save a few months or up to a year of work as the widgets requirements document already went through several years of review and refinement to address the same stuff this group is already working on.
