Yes, I think this is the sense of the proposal. Webapps can take comments  
of course...

But annoying to follow, annoying to administer, and confusing to the
outside world in my experience.

We do not anticipate working on the runtime model, we believe that is best  
managed by sysapps...

I'm not Jonas, but what I am expecting to do in the webapps charter is to  
maintain the manifest spec, which would cover packaged and hosted apps.  
This would be related to the appcache work we are taking on, as well as  
the widget work we already did in this area.
