FLOWS and URI

Hi, 

I have a question about FLOWS. 

Am I right to understand that FLOWS does not (yet) use
URIs to specify their concepts (such as "service", "service_activity",
"occurence_of") and instances being described (such as  
"simple_buy_book")?

As far as I can tell (afaict), there is no mention about it in 

  http://www.daml.org/services/swsf/1.0/swso/

For example, "Service" in OWL-S 1.1 is 

  "http://www.daml.org/services/owl-s/1.1/Service.owl#Service
