Why is wsdlOperation not a funtional property ?

Hello

In the OWL-S 1.0 spec Grounding.owl file [1], many properties like
owlsProcess, wsdlInputMessage, wsdlInputs, wsdlOutputMessage, and
wsdlOutputs are all declared as functional properties. However, the
wsdlOperation property is not declared as a functional property. 

This is unusual since a WsdlAtomicProcessGrounding should have one and
only one corresponding WsdlOperationRef for a atomic process. So, why
not declare wsdlOperation as a functional property ?
