[api] Agenda for 19 Mar 2026 meeting

We had a great conversation today at the API task force meeting. Minutes

We had a couple of agenda items that we couldn't get to in the hour. In
order to keep them on the agenda for the next meeting, I've adopted a
common practice in W3C groups -- publishing the agenda for the next meeting
as a GitHub issue, which can be discussed and adjusted with comments.

I hope this works, since it's a pretty useful pattern.
