Re: ISSUE TRACKING - [was Re: October 6th Meeting and Calls for WG Scope Contributions]

I am +0.5 on all these ideas, with the caveat that it's a lot of work 
for chairs to implement them all.  GitHub allows issues and PRs to be 
transferred around and auto-directs from old URLs, so I assume it's fine 
to work in the current home while these other issues get worked out?  I 
wouldn't want the chairs to feel like this pile of administrative work 
and decision-making is blocking participation :D
