Typically with w3c groups (this is what the Credentials Community Group does, as do most working groups), the chairs put together the agenda, and send it out to the mailing list before the call. And anyone can request agenda items or topics by emailing the list, or the chairs directly. Come to think of it, since we have a https://github.com/swicg/meetings repo, maybe it makes sense to offer people to open issues to request meeting topics etc. Then the agenda, notes, and any meeting recordings get published to the meeting archives (in our case, https://github.com/swicg/meetings ).
