In theory I agree. In practice however, I disagree. For example, once ICANN gives the green light to a new mTLD, there's a small piece of paper that then goes to the White House for one last signature. .xxx is a great example of this. .xxx will now go ahead but only because the US Government was being taken to court and a change in a particular seat at the White House...
