I've done some automated checking on the schema and the reference and am confident that the two are in agreement. It's OWL Full mainly because of the use of some SKOS documentation properties and DC Terms properties to annotate the SKOS classes and properties themselves. There may also be an issue with RDF list. It *may* be possible to make the SKOS schema an OWL DL ontology without contradicting the SKOS reference, so if this is important to you, speak now.
