[ALL] SWD scribing duties

Dear all,

I have set up a wiki page to record who has scribed when,
and who has been designated to scribe next [1].  I propose
that by default, we try to distribute the load evenly among
the pool of active WG members (see below).

This means that Alistair, who has scribed four times, would be
low on the availability list (along with Simone, who is new),
and people who have not yet scribed at all are high on the list
[2].

For the next three calls I propose:

             Designated scribe    On deck (substitute)
Feb 13       MichaelH             DanBri         
Feb 20       DanBri               Elisa          
Feb 27       Elisa                BenA           

If a designated scribe or substitute cannot attend a
telecon, they should please post to the list to arrange for
a substitute.
