[OEP,ALL] OEP task force description

At long last there is "description" on the SWBP web page for the OEP task 
force!

I announced the draft previously [1], thanks to everyone for carefully 
reviewing it and finding no errors.  I have taken the liberty today of 
linking it from the main SWBP web page task force listing, as for the 
other task forces.

The page contains links to the OEP drafts, as well as the currently 
planned notes and our list of suggested OEP topics.
