Why is this a better option that supporting emoji via the SVG-in-OpenType proposal? http://dev.w3.org/SVG/modules/fonts/SVG-OpenType.html Extending bitmap formats seems like the wrong way to go here but maybe there's a reason Google sees this as a better option?
