The Vector Effects specification includes the effect for a non-scaling stroke.  This has been implemented by Opera and WebKit (as of 18-2-2011).

Regardless of the status of Vector Effects as a whole, we should prioritize including the 'non-scaling-stroke' vector-effect in SVG 2.
