[Tiny 1.2] No test for createTimer()

Hi All,

	I've noticed that in the Tiny 1.2 test suite there is no
test for createTimer() which is part of the SVGGlobal interface.

	Note, SVGTimer is also supposed to support the EventTarget
interface, so there's no test for that either.

	Could this be raised as an issue? It seems we need coverage
there.
