ISSUE-2315 (shapePath): Define <shapePath> element [SVG 2.0]

http://www.w3.org/Graphics/SVG/WG/track/issues/2315

Raised by: Doug Schepers
On product: SVG 2.0

Define a <shapePath> element, similar to <textPath>, but for laying out shapes.

Use Cases:
* positioning shapes relative to one another
* more advanced markers
* easy complex animations
* complex borders

Considerations:
* animation along a path, in addition to animating the path itself
* spacing of shapes along the path (different options)
* alignment of shapes relative to baseline
* orientation of shapes along baseline
* shapes of different sizes
* scaling shapes automatically?
* effect of transforms and positional/geometric attributes with respect to baseline
