ISSUE-2295 (<use> external root ): Allow referencing root external files with <use> [SVG Core 2.0] http://www.w3.org/Graphics/SVG/WG/track/issues/2295 Raised by: Doug Schepers On product: SVG Core 2.0 Currently, <use> cannot reference an entire SVG file, but can reference the root element of that file if it has an id. Thus, the distinction is not important, and the restriction should be removed. Proposed wording: [[ If the value of the href attribute contains a URL without a fragment identifier, then the referenced element is the root element of that referenced document. ]]
