I’ve zipped up the chapters with the link fixes (the CSS2 ones, plus an
XSL one that moved underneath us too, and a couple of internal fragids):

I changed the <h2> on the index page to:

  W3C Recommendation 14 January 2003, edited in place 30 April 2009

taking a guess at when we could upload these.  I also and added an
explanation sentence in the SotD section.
