I think the spec should add a line saying that this applies solely to UI controls. This is semi-clear from http://www.w3.org/TR/SVGMobile12/interact.html#ZoomAndPanAttribute but not as clear as it should be. SVG WG: please consider this an LC comment even though the original one wasn't marked as such. The change is small, Mozilla is willing to follow it, and we have other implementations. ]]
