animate-elem-227 not valid?

Hello WG.

Looking at animate-elem-227, I wonder if this test is supported by the
spec.  For the animations that cannot be interpolated (the two circles
on the right), the test assumes that the interval is divided into two
2.5s parts, where the from value shown for the first 2.5s and the to
value is shown for the second 2.5s.

The spec currently doesn’t say anything about interpolation when
non-interpolable values are used, and we decided not to add such wording
in for now.  So I don’t think the test can rely on this particular
behaviour.
