[svgwg] chained filter support, aka href on the filter element (#1111)

karlcow has just created a new issue for https://github.com/w3c/svgwg:

On https://bugs.webkit.org/show_bug.cgi?id=201992, I discovered chained filters.

This is not implemented in WebKit and Chrome
This is implemented in Firefox.

The filter element

href is not defined as an attribute on this element. 

Ha but the DOM interface indicates

SVGFilterElement includes SVGURIReference;

which is itself:
