I had a quick look at the broken Core AAM links - it's not obvious what parts of the current Core AAM document should be referenced - possibly because some content has been removed. It also looks like there's a syncing issue with https://www.w3.org/TR/SVG2/ - this is the 2018 CR version. The SVG2 Editors Draft is actively maintained but doesn't look like its been published to /TR/ since 2018. I don't think this will be quick to resolve. Seems to me the broken fragment references are just another symptom of SVG AAM not being maintained, so my 2 cents is just publish "as-is" and fix these later.
