Re: [svgwg] Defining Viewport-percentage lengths for SVG Elements in CSS sizing properties (#1019)

A note would indeed suffice here, as we are not proposing anything new and just clarifying for SVG (or inner SVG elements specifically) but I am not fully confident what should go in the note. Something like :

**Note: In standalone SVG documents, the ICB may be implicitly defined by the outermost SVG element. Implementations should treat this as the reference for resolving viewport-percentage units, maintaining consistency with HTML documents.**

As that the only point of vagueness I felt need clarification as discussed in https://github.com/w3c/svgwg/issues/1019#issuecomment-3371028578

Let me know, if it matches our expectations or does, we have any other alternatives for a note?
