A note would indeed suffice here, as we are not proposing anything new and just clarifying for SVG (or inner SVG elements specifically) but I am not fully confident what should go in the note. Something like : **Note: In standalone SVG documents, the ICB may be implicitly defined by the outermost SVG element.
