[svgwg] https://www.w3.org/TR/SVG/intro.html and other chapters are shown with "Editors Draft" branding (#975)

dholbert has just created a new issue for https://github.com/w3c/svgwg:

== https://www.w3.org/TR/SVG/intro.html and other chapters are shown with "Editors Draft" branding ==
https://www.w3.org/TR/SVG/ shows up with "W3C Candidate Recommendation" badge on the top left, but if you click into any chapter (e.g. the first one https://www.w3.org/TR/SVG/intro.html ), that badge changes to "W3C Editor's Draft".

Probably we should get that branding cleared up one way or another.
