jstimpfle has just created a new issue for https://github.com/w3c/svgwg:

In [Appendix F](https://www.w3.org/TR/SVG11/implnote.html), just below F.6.5.6, it says 

> θ1 is fixed in the range −360° < Δθ < 360° such that

I believe instead of the θ1, there should be a Δθ there too.
