This happens, because it (the first page) was published as CR. Meanwhile, after about three years and several updates in the editor drafts (there is more than one, because SVG2 is intended to be modular, only the base module ever became a CR, in some areas therefore even SVG tiny recommendations cover more than this base module), it is by far time to replace the fragmental CR for the base module again with a simple working draft reflecting the current state of SVG properly - this draft should be available for all modules of SVG2, else it is quite useless to care about SVG2 at all for people outside the W3C SVG working group now. It does not fit to the initial requirements for years anymore, currently it seems to be a cul-de.sac, that might end finally as a note instead of a recommendation, because almost every new and interesting features is already removed now.
