(I think this would only trigger at the equivalent of `removeAttribute('zoomAndPan')`.)
There's no measurements for activation of the panning feature. The only relevant metrics I'm aware of is
https://chromestatus.com/metrics/feature/timeline/popularity/1102 which measures accesses to the `SVGZoomAndPan.zoomAndPan` property.
