litherum has just created a new issue for https://github.com/w3c/svgwg:

== [svg-native] Preserving document semantics should be an explicit non-goal ==
(This is just a tracking issue; it was already resolved on today's telcon.)

The spec should have some non-normative prose about how document semantics like markers and text aren't preserved. The format instead intends to be a series of low-level drawing commands.
