Re: [svgwg] Add decode() and decoding attribute to SVGImageElement

The SVG Working Group just discussed `decode() and decoding attribute to SVGImageElement`, and agreed to the following:

* `RESOLVED: No new API features / attributes for SVGImageElement in SVG 2.0.`
* `RESOLVED: Work with HTML standards groups on better coordination for paired SVG/HTML elements that should have common functionality, e.g., through IDL mixins.`
