Re: [svgwg] letter-spacing definition "removes" percentage - not possible (#611)

It's removed in the sense that it is not a valid value, per [CSS Text Level 3](https://www.w3.org/TR/css-text-3/#letter-spacing-property).

This is a change from the [definition in SVG 1.1](https://www.w3.org/TR/SVG11/text.html#LetterSpacingProperty), which allowed percentages as SVG lengths.

I haven't tested whether any browsers support percentage values as defined in SVG 1.1, but I doubt it.  If they did, that would be an issue to take up with CSS to make the spec match reality.

The statement about the change should really be part of a note, rather than a normative statement, though.
