It's removed in the sense that it is not a valid value, per [CSS Text Level 3](https://www.w3.org/TR/css-text-3/#letter-spacing-property). This is a change from the [definition in SVG 1.1](https://www.w3.org/TR/SVG11/text.html#LetterSpacingProperty), which allowed percentages as SVG lengths. I haven't tested whether any browsers support percentage values as defined in SVG 1.1, but I doubt it. If they did, that would be an issue to take up with CSS to make the spec match reality.
