I wouldn't change SVG to behave differently from HTML. Stacking contexts, z-index, opacity, transform, they all are shared and I hope they are treated the same way in both languages. A stacking context can be explicitly created with "[isolation: isolate](https://drafts.fxtf.org/compositing-1/#isolation)".
