I suppose there may be _some_ use for this in non-web user agents. But since we're making CSS support mandatory, and CSS has `cursor`, I don't see any purpose to keeping it. If the SVG `<cursor>` element allowed you to actually construct a cursor from SVG graphics elements, that would be different.
