This is a request for author feedback, but I would like to highlight 
the user's perspective.
If there is overflow,
* how does the user know there is other content? Especially when the 
overflow is not the result of resizing. (Not all users are experienced.)
* How does the user know what is necessary to get the other content 
into the viewport? (E.g. when there are no scrollbars after resizing.)
* What input devices can be used to get the other content into the 
viewport? I.e. it is important that this can be done through a 
keyboard interface and not only through a pointer (especially by 
dragging with a mouse pointer).
