Re: agenda SVG accessibility task force Wednesday March 2, 2016

I haven't yet got to the edits of SVG-AAM, but I did draft up some
pre-requisite edits to SVG 2.

Summary of changes in a GitHub pull request:

There are two sections:

   - The Rendering Tree
   http://ameliabr.github.io/svgwg/build/publish/render.html#RenderingTree
   These definitions for SVG rendering will be used in SVG-AAM, to clarify
   the rules that say non-rendered elements should never appear in the
   accessibility tree.

   - Focus
   http://ameliabr.github.io/svgwg/build/publish/interact.html#Focus
   Details on how the HTML focus management algorithm should be adapted for
   SVG, and related normative requirements for good keyboard support.


I've asked for these to be discussed at the Thursday SVG WG meeting, but
any review & comments for Task Force members will be appreciated.
