Minutes, 9 February 2016 SVG Accessibility Task Force Teleconference

Mostly reviewing progress on open actions.  The only formal resolution
relates to discussion from the previous call in January:

RESOLUTION: <textPath> and <tspan> should be treated equivalently, as
presentational elements unless the author has added explicit alternative
text or interactive features

There will be continuing discussion next week regarding a proposal from the
SVG WG face-to-face meeting, to simplify the focus management section of
SVG 2 to point to the equivalent section in HTML 5.  See the email thread I
