Issue 698

I created an issue on handling the situation where an author applies
tabindex or an aria relationship to an element to an element whose role is
"none".  This includes elements whose role is "none" and are referenced by
another element.

This was one of the things I tried to avoid, in part, by not having
tabindex on all elements.

I also marked it as a note in our mapping spec. We can deal with this after
FPWD as it may require a discussion by the broader SVG group. ... what to
do with tabindex on elements like filters that should not receive keyboard
focus.
